The Regulatory Accountability Act

OUR POSITION: CSS opposes the bill and urges members of Congress to vote against it.

The Regulatory Accountability Act would cripple the process for issuing and enforcing rules to ensure we have clean air and water, safe food and consumer products, fair wages and safe workplaces and many other key protections.

The bill, which should be called the “Regulatory Paralysis Act,” would add dozens of burdensome new requirements to the Administrative Procedure Act — increasing the demands on agencies that are already struggling to operate under tight budgets.

It already takes years for a new public protection to navigate the current regulatory process. This bill would require agencies to conduct even more unnecessary and highly speculative analyses, making it take even longer for agencies to create and implement vital new rules.

The 2017 version of the Regulatory Accountability Act is actually far worse than previous, devastatingly harmful versions of the bill because it includes half a dozen major anti-regulatory measures from the 114th Congress: the Regulatory Accountability Act, the Small Business Regulatory Flexibility Improvements Act, the REVIEW Act, the ALERT Act, the Separation of Powers Restoration Act and the Providing Accountability Through Transparency Act.
