Rachel Weintraub, CSS Executive Director

Rachel Weintraub is the Executive Director of the Coalition for Sensible Safeguards and a nationally recognized expert on the regulatory process, consumer product safety, and legislation and advocacy defending and strengthening public protections. Ms. Weintraub leads all aspects of the Coalition’s work. She has expanded the breadth of the Coalition’s substantive work to convene regulatory practitioners and advocates, educate legislators and stakeholders, and produce timely research on regulatory issues. In her tenure, the Coalition has grown to include more than 220 member organizations. Previously, Ms. Weintraub was the Legislative Director and General Counsel, and the Director of Product Safety for Consumer Federation of America (CFA). She has testified on behalf of consumers before Congress and the Consumer Product Safety Commission on numerous product safety issues, and has frequently been featured in the media as an expert on regulatory issues, product safety, and other consumer issues.
Sam Berger, Consultant
Expertise: regulatory process, economics of regulation
Sam Berger is a consultant for the Coalition for Sensible Safeguards. Previously, he served as Associate Administrator of the Office of Information and Regulatory Affairs in the Office of Management and Budget (OMB) and as Director of Strategic Operations and Policy for the White House COVID-19 Response Team. Berger also served as Vice President for Democracy and Government Reform at the Center for American Progress, as a Senior Policy Advisor at the White House Domestic Policy Council, and as Senior Counselor and Policy Advisor at OMB.
Amit Narang, Consultant
Expertise: regulatory process and legislation
Amit Narang is a consultant for the Coalition for Sensible Safeguards. Previously, he was the Regulatory Policy Advocate for Public Citizen’s Congress Watch division. He is an expert on the federal regulatory process and has testified before Congress on legislation and issues relating to the Executive Branch, the rulemaking process, and Congressional oversight of federal agencies. He has been quoted in numerous media outlets as an expert in the regulatory process. Amit earned his B.A. from the University of Pennsylvania and a J.D. from the American University-Washington College of Law, where he was an editor of the Administrative Law Review. Amit is currently a member of the Advisory Board of the Administrative Law Review of the Washington College of Law, and also serves as a member of the Advisory Council at the State Energy and Environmental Impact Center at NYU School of Law.
